Almost unbearably laborious and inconsequential. It's a shame, too, because "City Hall" parades a series of strong performances right through its core, with Danny Aiello and Al Pacino acquitting themselves particularly well; problem is, after the opening frames, there's no real reason to care, and the film's lackadaisical sense of plot and episodic structure make it feel a lot more like a series of half-assed vignettes than an actual movie. Also, John Cusack is disappointingly weak - perhaps it's something to do with his inability to commit to an accent, in this case a clipped Louisiana drawl, but it distracts nonetheless.

Decent enough film about the NYC police department looking into the corruption with city officials. Al Pacino is stellar as usual and this is one of the only films where John Cusack didn't annoy me. Parts of the film are a little slow but it is worth watching.
